All outboard motors have vented gas tanks. As the fuel pump sucks fuel out of the tank, the fuel's departure creates a small vacuum inside the tank. If there was no way to fill that vacuum, it might overcome the pressure of the fuel pump and your motor would starve for want of gas. Some outboard gas tanks have a vent that opens as pressure inside the fuel tank drops, some have a simple check valve, and others have a manual vent you open yourself.

There are a lot of products for coating the inside of the tank, most are targeted to the old motorcycle hobby, but also work for outboards. Run a web search on “gas tank sealer” and several should come up. Eastwood and POR-15 are common popular brand names.

Outboards run on gas whereas inboards are mostly diesel-powered. You can, of course, come across gas inboards, but for safety reasons, diesel ones are recommended. Diesel is about twenty percent more expensive than gasoline, so outboard motors make it cheaper for you to do your boating.
