Gas work is illegal if it has been carried out by someone who is not registered or qualified to do the work. This can include people who have never been registered, those who have been registered in the past but are not currently registered, and those working outside the scope of their registration.

DIY gas work is legal provided that you are competent. Competence can only be judged by following ACS/CORGI regulations, albeit that you do not need to be tested/registered. If you are incompetent then the work is illegal, and you could end up being charged with manslaughter if your DIY kills someone.

if you can prove that you are "competent" then yes you can do the work ! but the legally recognised way of proving that you are competent is by being a member of the the recognised body for working with gas - Gas safe.

As long as a licenced gas fitter checks/inspects the job after installation to hang their tag it is legal. Highly unrecommended but legal as long as its on your own property. Usually there's a reason a company is "cheap". Value and cheap are different.
